Upgrading of Luku – Kalangala – Mulabana Road (65.6km) To…

Project Objectives:

The project objectives include but are not limited to the following:

  1. To improve access to goods / passenger transport services and reduce transport costs along the route;
  2. To improve access to social and economic development opportunities along the route, by providing high capacity infrastructure; and,
  3. To ensure no roadside communities become worse off as a result of the road construction works.

Project Description:

The project seeks to upgrade the existing Luku – Kalangala – Mulabana Road (65.6km) Gravel road to Bituminous surfacing. An addendum to the contract added the upgrading of the Kalangala – Lutobooka Road (3.5km) and Kalangala Town Roads (7.5km) to bituminous surfacing, as well as the improvement of facilities at 2no. Landing sites, viz. Luku and Lutobooka.

The upgrading of the roads involves improvement of the sharp curves, provision of adequate drainage systems, provision of street lighting, roads signs and marking and junction design. At the landing sites, facilities comprising staff housing, offices, waiting areas, parking areas, workshops and rescue facilities were provided. An improvement to the Luku Landing site jetty was proposed to cope with the increasing water levels and a new jetty was designed for the Lutobooka Landing Site.

Project Location:

The roads and landing sites are located on Bugala Island in Kalangala district.

Project Cost Estmates:

The estimated Construction cost as at June 2019 is UGX 327,000,000,000.

Project Cost Feasibility:

Two pavement options were evaluated during the feasibility stage of the project and the preferred option had an Internal Rate of Return (IRR) of 13.0% and Net Present Value (NPV)/Cost ratio of 0.083. This indicates that the benefits of upgrading the roads and landing facilities are greater than the costs making the project feasible.

Project Benefits:

A feasibility study was carried out for the project and the main benefit consequences determined are:

  • Distance Related Vehicle Operating Cost (VOC) savings;
  • Optimum speed related VOC savings;
  • Working and non-working travel time savings;
  • Reduction in passenger and freight transport Costs;
  • Investment and Job creation;
  • Increased incomes resulting from higher number of tourists;
  • Improved access to schools, health centers and other social facilities; and
  • Increased economic growth due to migration to the project community.

The following are the identified specific stakeholders;

  1. National Environment Management Authority (NEMA);
  2. Water Resources Management Directorate (WRMD) in Ministry of Water & Environment;
  3. Department of Geology and Mines;
  4. Occupational Health & Safety Department, Family, Gender and Culture in Ministry of Gender, Labour & Social Development;
  5. Uganda National Roads Authority (UNRA);
  6. National Forestry Authority (NFA);
  7. Uganda Aids Commission (UAC);
  8. Uganda Wildlife Authority (UWA);
  9. Kalangala District Authorities and Technical Teams;
  10. Local Council Leaders (LC I) along the proposed road project; and,
  11. Communities along entire project road as well as Ugandans at large
